Height Adjustable Roof Racks for solar panels?
I need a quick idea to adjust the height of roof racks for a solar panel mounted on top of a van.
I imagine it to be an accordion folding device that can be lifted and lowered to maintain its position. I designed an image of what I am looking for using design software at the site listed below, anybody have an idea of things I could do to make this happen? http://www.answersforsolarpanel.piczo.com

First of all, solar panels are very expensive, what are you doing to prevent it from being stolen?
Second, this pivots only a small angle in one direction. You need two degrees of freedom and the ability to pivot to at least 45 degrees in any of 4 different directions.
Third, the added wind resistance when raised will offset any power gained.
Fourth, what is controlling the adjustments?
